Education is a public good (UNESCO, 2000) and a fundamental human right, key to sustainable development, peace and stability with and among countries (UNESCO). Despite the Universal Declaration of Human Rights assertion that "everyone has a right to education" more than 100 million children, including 60 million girls have no access to primary schooling. Moreover one-third of the world's adults have no access to the printed knowledge, new skills and technologies that could improve the quality of their lives. As Internet technology becomes more pervasive in the role of primary, secondary and higher education, it is imperative for all nations to have a stake in the development of the systems and standards that influence and control access to knowledge. Education, and the knowledge it generates, is the means to effective participation in societies and economies that are affected by globalization (UNESCO). Education is also one of the avenues along which most members of the human family can make their way into the realization of the vision of a positive global future put forth by the concept of a Culture of Peace (Reardon, 2001).
